Mr. Chairman:
The
Defense Department's Annual Report on the Military Power
of the People's Republic of China is quite clear about China's
overall national security objectives when it notes that
"China has embarked upon a force modernization program
intended to diversify its options for use of force against
potential targets such as Taiwan and to complicate United
States intervention in a Taiwan Strait conflict."
Thanks
to your strong leadership, the House passed the National
Defense Authorization Act of 2003 and showed its concern
about China's military intentions against Taiwan by including
Section 1202 calling for training and senior exchanges between
the armed forces of Taiwan and the United States.
This defensive provision is aimed at keeping the
peace in East Asia and deterring China from a resolution
of the "Taiwan Issue" by force of arms.
We
write to ask that you and your House colleagues on the conference
committee dealing with the Defense Authorization Act insist
on inclusion of this section in the final version of the
bill.
Thanks again for your leadership on this question and your
dedication to full implementation of the Taiwan Relations
Act over the years.
We wish you well as you retire from your seat in the House
and want you to know that you will be greatly missed.
