President Ming-chi Wu said, “Over the past days, Washington
scholars have begun questioning the smartness of the Administration
refraining from sending a congratulatory message to President Chen
and Vice President Lu. This has proven to be conducive to the
current instability in Taiwan. We know that the Administration will
send their congratulations letter as soon as Taiwan's Central
Elections Commission has certified the election result on March 26.
We agree with the scholars: if the Administration would have sent
its congratulatory note to Chen and Lu immediately after the
elections, that letter would have helped calm down emotions ”

(Bob
Rep. Ciro Rodriguez (D-TX), Rep. Solomon Ortiz(D-TX), Rep. Dennis Cardoza
(D-CA), Rep. Charles Gonzalez (D-TX), Rep. Ruben Hinojosa (D-TX),
Rep. Robert Menendez (D-NJ), Rep. Silvestre Reyes (D-TX), Rep. Hilda
Solis (D-CA)
