China State Council released the Defense White Paper on October 16, 2000.  In this paper, China again denounces the use of force against Taiwan; it also objects American hegemony and American implementation of its ideology in the region. The repetition of use of force against Taiwan proves precisely that China is the key obstacle to the stalemate in the Taiwan Strait, and that China is the core problem of this dispute. China is the trouble maker in the Taiwan Strait, not Taiwan.
